Progress on human rights remains largely stalled due to political deadlock. Journalists are exposed to intimidation and threats from political authorities. A third ruling by the European Court of Human Rights underscored the government’s ongoing failure to end political discrimination against Jews, Roma, and other minorities barred from running for high political office. Roma remain the most vulnerable group, subject to widespread discrimination in employment, education, and political representation. Progress towards accountability for war crimes in domestic courts remains slow. Lesbian, gay, bisexual, and transgender (LGBT) people face hate speech and threats.
