A letter sent to the Research Directorate on 15 January 1998 by the counsellor of the Embassy of the Federal Republic of Yugoslavia in Ottawa states:
A person of Serbian nationality, born and living in Republica Srpska, cannot permanently take up residence in the Federal Republic of Yugoslavia (further in the text FRY) if he/she is not a citizen of the FRY. The passport issued by a FRY's consulate abroad is not an immediate proof that its holder has also the citizenship of the FRY. Yugoslav diplomatic-consular missions have issued passports to the citizens of the former Yugoslav republics, despite the fact that they are not citizens of the FRY, out of solely human[itarian] reasons.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
