Information on this specific subject could not be found among the sources currently available to the DIRB in Ottawa. Please refer to Response to Information Request BUR16008.E of 3 February 1994 for information on the types of travel documents required for Myanmar citizens to leave Myanmar, as well as to the attached documents containing information on the Myanmar Citizenship Law.

Under the 1982 Citizenship Law, Myanmar citizens who took up foreign citizenship could not reacquire Myanmar citizenship and were barred from entering the country (AP 20 December 1993; Japan Economic Newswire 7 May 1993). However, these restrictions were reportedly temporarily lifted in May 1993. According to the 6 May 1993 Declaration No. 3/93 of the State Law and Order Restoration Council, Myanmar citizens who left Myanmar with official documents and took up foreign citizenship can apply for Myanmar citizenship and return to the country if they renounce their foreign citizenship within one year of the 6 May 1993 delaration (BBC 10 May 1993). As reported, the 1993 declaration does not provide information on the right to return of Myanmar citizens who left Myanmar without official documents.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum. Please find attached the list of sources consulted in researching this information request.
