Coordinators in refugee responses sometimes engage in activities that may appear to be outside their core functions but are essential to effective assistance and service delivery. Coordinators can find themselves negotiating humanitarian access, providing guidance or liaison support to partners to ensure safe and secure working and housing conditions, and engaging with military actors on any number of issues. The international humanitarian community and the United Nations in particular, has identified principal actors to lead in most of these areas, and there is a significant body of doctrine to guide practice. The material in Chapter 10 is basic but a good starting point for any coordinators needing to navigate these types of issues.
