Contingency Planning:
Contingency planning is a core coordination function. Under the RCM, UNHCR has an obligation to lead and coordinate inter-agency contingency planning for refugee responses. In countries with internally displaced populations, UNHCR has an obligation to participate in contingency planning led by Humanitarian Coordinators and coordinated by OCHA, ensuring effective planning in particular for the clusters UNHCR leads. In both situations, best practice requires an inter-agency approach. The purpose of this section is to ensure coordinators have UNHCR standard contingency planning tools and relevant IASC guidance.
