Delivering an effective, coherent refugee response requires conducting protection and assistance needs assessments and analyzing findings to determine priorities. This information is the evidence base for strategic planning, program implementation, and response monitoring. Coordinators are essential to the need-assessment process, particularly at the sector level. Chapter Three collects guidance materials for conducting inter-agency assessments, and for analyzing and presenting the findings.
