Coordinators at all levels of a refugee response must engage in strategic, inter-agency planning. To lead an effective response requires articulating a common vision for humanitarian action, and developing and implementing a strategy to realize it. Under the RCM, the UNHCR Representative ensures that there is an inter-agency strategy to meet the protection and assistance needs of refugees. This chapter provides materials to guide that effort.
