A Somali professor now resident in Ottawa, stated in a telephone interview with the DIRB (26 Jan. 1992), that the position of mayor was occupied by two people at different times before the fall of Siyad Barre: Ali Ougas and Ahmad Jiliyo. The interim government of Ali Mahdi, one of the two Somali warlords, nominated Gahal Sabrieh as mayor, while Omar Hashi was nominated governor and head of security of Banadir region in Mogadishu. The professor further said that identity cards were issued by the city of Mogadishu. The manager of the Centre for Italian Scholastic and Technical Organisations (COSTI), based in Toronto, clarified that the identity cards were actually birth and resident certificates which were required before one could be issued a passport. He added, however, that during the regime of Siyad Barre, those with money could buy passports without obtaining these certificates. Corroborating information was provided by a Somali doctor, also resident in Ottawa, during another telephone interview with the DIRB (28 Jan. 1993). Additional information could not be found among the sources currently available to the DIRB.
