No information on the present status of Shaukat Ali Kashmiri and other United Kashmir People's National Party (UKPNP) officials, including whether they are detained and/or have travel restrictions, could be found among the sources consulted by the Research Directorate. For information on Shaukat Ali Kashmiri's January 1998 arrest and detention and eventual release in late September 1998, please consult PAK31814.E of 13 May 1999.
The Business Recorder reported on 18 February 1999 that UKPNP chairman Shaukat Ali Kashmiri had addressed a party meeting in Muzaffarabad the previous day. He stated that the PNP would "launch a campaign for proprietary rights of Mangla Dam, restoration of student unions, protection of forests and elimination of unemployment across Azad Kashmir" (ibid.). Neither this article nor reportedly Kashmiri himself, during the party meeting, made any reference to the status of Kashmiri or other UKPNP officials, or stated that they were being detained or prevented from travelling.
In a mid-May 1999 e-mail the Toronto organizer of the UKPNP indicated that Shaukat Ali Kashmiri was in Switzerland at that time and hoped to come to Canada. The Research Directorate was unable to find any reports corroborating Kashmiri's visit in Switzerland among the sources consulted.
