All Ministries and Governmental Institutions are directed that:
Article No. 1
They shall avoid distribution of State-owned land for building houses or any other purpose.
Article No. 2
The Office of the Attorney General and other government security departments are bound to implement the provisions of this Decree, and in case of any violation from public or government institutions, they should inform the issue to the Interim Government of Afghanistan as soon as possible.
Article No. 3
This Decree is published in the Official Gazette after the ratification.
