At the end of 2003, Portugal hosted 2 recognized refugees.

During the year, Portugal received 88 applications for asylum, 50 percent less than in 2002. The Portuguese authorities made decisions on 88 claims during 2003, granting asylum to 2 persons (2 percent) and residence permits on humanitarian grounds to 11 persons. The authorities rejected 75 applicants, of whom 16 were turned back at the border.
