Information on the above-mentioned subject could not be found among the sources consulted by the DIRB. However, the following information may be of interest.
In a 4 May 1995 letter faxed to the DIRB, an official of the United Nations High Commissioner for Refugees (UNHCR) branch office in Ottawa indicates that Vietnamese asylum seekers can be repatriated in 3 ways: (1) under the Comprehensive Plan of Action (CPA), (2) if there is a bilateral agreement betweeen the Socialist Republic of Vietnam (SRV) and the host governments, or (3) if the SRV issues a valid travel document. According to this UNHCR official, the Netherlands is the only country to have a repatriation agreement with Vietnam, and the UNHCR official is not aware of any returns under this agreement (ibid.).
An official of the Embassy of the Socialist Republic of Vietnam stated during a 11 May 1995 telephone interview that Vietnam does not have a bilateral agreement with Canada regarding the repatriation of Vietnamese nationals who have committed crimes in Canada. Further information could not be obtained from this source.
