Information on resident permits and acquisition of Venezuelan citizenship can be found in the attached documents and in Responses to Information Requests VEN12882 of 17 February 1993, VEN11837 of 15 October 1992 and VEN11839 of 15 October 1992, which are available through the Refinfo database.
As per your specific request, the only information found among the available sources on the likelihood or difficulty of obtaining citizenship for an individual under a particular set of circumstances is contained in the Venezuelan constitution. Article 36 states that "foreigners who by birth have the nationality of Spain or of a Latin American State shall be entitled to special facilities in obtaining a certificate of naturalization" (Flanz Apr. 1983, 7).
