According to a representative of the Consulate of Latvia in Ottawa, the government of Latvia has not yet developed any formal procedure on illegal departures and will only make decisions on a case-by-case basis, pending the adoption of new citizenship and immigration laws in 1994 (25 Nov. 1993).
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
