A Consular Services official at the Embassy of the Republic of the Philippines said in a 12 January 2009 telephone interview that one parent may travel alone with their child. However, if a minor under the age of 18 years of age is to travel with someone other than a parent, the accompanying adult must have obtained a travel clearance document from the Department of Social Welfare and Development (Philippines 1 July 2010).
According to the website of the government of the Philippines, one parent is required to be present in order to issue a passport for a minor under 18 years of age (Philippines 1 July 2009). If the minor in question is "illegitimate" that parent must be the mother of the child or youth (ibid.).
According to the Hague Conference on Private International Law, as of 15 February 2010, the Philippines was not a signatory on the Convention of 25 October 1980 on the Civil Aspects of International Child Abduction.
