For information on the situation of Koreans in Tajikistan from 1991 to present, please consult the attached letter of 18 August 1997 sent to the DIRB by the Human Rights Watch/Helsinki representative in Dushanbe. In a 3 September 1997 telephone interview, the representative stated that the information contained in the 18 August 1997 letter reflects the viewpoint of Human Rights Watch/Helsinki, and was partially obtained by interviewing the vice-president of the Association of Soviet Koreans in Tajikistan.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
