Please find attached a document provided by the Embassy of Peru in Ottawa that lists the areas under state of emergency as of 9 October 1995. The document lists in its first column the commands (by acronym) in charge of the various areas. In its second column, the actual areas are listed by department ("DPTO"), province ("PROV") or district ("DIST"), with the term menos meaning minus or except. The third and fourth columns indicate the beginning and the end of the most recent declaration or extension of state of emergency for each area. The fifth column gives the date and number of the decree of the Central Command of the Armed Forces declaring or extending the state of emergency for each case.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
