The following information was received from an official with
the Embassy of Spain in Ottawa on 19 September 1991.
1) Status refugees must have official papers renewed every
six months. Generally, after the first six month period, they
receive permanent residence status. The process by which status
refugees obtain residency is outlined in Article 18 of the 26
March 1984 Law on the Rights and Conditions of Asylum.
Those with permanent residency must present their papers for
renewal every two years. At that time, they are considered for
citizenship if they so desire. Citizenship is granted dependent
on a number of factors such as whether the person has a job,
knows the Spanish language, and has integrated into Spanish
society.
2) A letter from the embassy of Cuba would not be needed in
order for a Cuban national to obtain Spanish permanent residency
or citizenship.
