On 10 February 2000 an official at the Rwandan embassy in Ottawa stated thatin view of the fact that the Fundamental Law of Rwanda (i.e. the constitution), has supremacy over other laws, dual citizenship is recognized in practice today in Rwanda. Although the old laws regarding citizenship have not yet been changed in accordance with the constitution in that regard, in practice they are now considered obsolete. The official added that the amendment of citizenship laws to accord with the new constitutional norms is on the Rwandan legislative agenda, but Rwandan legislators have more urgent immediate matters to deal with.
