A 3 February 1999 letter sent to the Research Directorate by the Chair of the Helsinki Committee for Human Rights in Serbia in Belgrade states:

For the overall position of Romanians in Serbia, please see our Report on the State of Human Rights of the Romanians and Vlachs in Serbia, which can be found at our web site (http://www.helsinki.opennet.org). [That Report is attached to this Response]. There have been no reports on particular violations of human and minority rights of Romanians during 1998. However, there may have been local unreported incidents. The majority Serbian population still shows much antagonism toward all minority groups.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
