Published information on such a document is currently unavailable to the IRBDC in Ottawa.
Oral sources from the York Centre For Refugee Studies in Toronto, the Woodrow Wilson Centre at the Smithsonian Institute in Washington, and a professor of Political Science at Carleton University, contacted on 22 August 1990, reported that the existence of such a document is plausible, but could not be confirmed.
Information is not currently available to the IRBDC in Ottawa to corroborate these oral sources.
