Please consult the attached 23 December 1996 letter from the US Immigration and Naturalization Service, Office of International Affairs, which provides an official response on the above-mentioned subjects. Also attached are media reports and excerpts from the US Committee for Refugees (USCR) World Refugee Survey 1996, which provide information on the signing of the 9 September 1995 US-Cuba immigration accords and on the treatment of Cubans held in Guantanamo Bay.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
