According to a representative of the Embassy of Azerbaijan in Washington, a person who wants to regain Azerbaijani nationality can formally apply for it through a local Azeri embassy or consulate (1 Nov. 1993). The representative added that the application would be sent to Baku, the capital of Azerbaijan, to be reviewed by a special committee and the president of the country (Ibid.). The representative emphasized that Azerbaijan does not recognize multiple nationality (Ibid.).

People who would like to regain their Azeri nationality can travel to Azerbaijan like any other non-national as long as they receive an official visa and explain the purpose of their trip to the country's authorities (Ibid.). The representative stated that these people do not have a right to return or to reside per se (Ibid.).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
