A representative of Embassy of Sudan in Washington, DC, stated during a 6 May 1996 telephone interview that a permanent resident of Sudan does have the right to leave and re-enter Sudan. The same source specified that the individual must show proof that they are permanent resident and the individual must obtain a re-entry visa for re-entering Sudan which is required.
Please find attached a copy of the application form for obtaining a visa for Sudan.
For further information on travel requirements for Sudan, please refer to the attached excerpt of the May 1996 Travel Information Manual, which refers to exit and re-entering visa requirements for alien residents of Sudan.
