Please find attached several articles which report that doctors face restrictions when attempting to travel abroad unless they have government approval. Country Reports corroborates the existence of travel restrictions for doctors stating that the government denies exit visas to certain categories of people, including doctors (1995, 250). According to a report carried by the BBC, the restrictions on travel have forced doctors wishing to travel "to apply for new passports with false professions recorded on them" (BBC Summary 1 Sept. 1994).

For general information on the consequences of returning to Sudan following an illegal exit, please consult Response to Information Request SDN20094.E of 17 March 1995, which is available at Regional Documentation Centres. Please note that the attached February 1995 Sudan Update article reports on the harassment and subsequent death of a doctor who returned to Sudan following travel abroad, but the article does not specify whether or not he had received approval from the government to travel (6 Feb. 1995, 3).

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
