According to the International Organization for Migration, over 150,000 ethnic Kazakhs repatriated to Kazakhstan between 1991 and 1996, including 84,828 from other CIS countries (1997, 61). Although, the Kazakh government established a quota system for the repatriation of Kazakhs, the annual quotas "were never fully filled" (ibid.).
