According to the Office Manger and the Supervisor for the Passport Office of the High Commission of Britain in Ottawa, holders of Hong Kong passports are not considered to be British nationals (23 Dec. 1991). These individuals are not allowed to live and work in the U.K. unless it is clearly stated on page five of their passports; they are only permitted to live and work in Hong Kong (Ibid.).
A representative of Human Rights in China (New York) states that a British law specifies two classes of nationals (23 Dec. 1991). One class embraces those who have no rights as nationals in the U.K. who are mainly the nationals of the former British colonies including the holders of Hong Kong passports (Ibid.). The other class encompasses those individuals who are considered to be British nationals and are entitled to all the rights of nationality; they do not include the nationals of the former British colonies (Ibid.).
