According to a staff member of the Cuban embassy in Ottawa, Cuba does not accept dual citizenship with any country, and therefore Cuba does not recognize dual citizenship with Spain (4 Oct. 1994). A Cuban citizen who acquires another citizenship loses her or his Cuban citizenship (ibid.). To the knowledge of the staff member, the Cuban citizenship law has not been changed since the promulgation of the 1976 constitution. The DIRB is unable to corroborate this information at the present time. For details on Cuban citizenship, please refer to the attachment.
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
