During a 13 August 2009 telephone interview with the Research Directorate, a lawyer from the Emigration Department of the General Migration Directorate (Dirección General de Migración y Extranjería) in Tegucigalpa (Honduras) stated that the number "12" that may appear on the reverse side of the resident alien card (Carné de residente) indicates that the residency status has been obtained on the basis of family ties (por vínculo familiar). In that case, the holder has a child or children, brothers or sisters or grandchildren who have Honduran nationality.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection. Please find below the list of sources consulted in researching this Information Request.
