According to a representative of the High Commission of Belize in Ottawa, in order to obtain a residence permit, a foreign national must fill out an application form and return it to the immigration authorities (16 Dec. 1992). The foreign national must be in the country to apply for residency (Ibid.).
The owner of the residence permit has the privileges of a national, with the exception of voting, and also has the right to apply for a labour permit (Ibid.).
