In reply to the question whether renunciation of the right to apply for permanent residence status in Turkey is a precondition for Iranians who wish to marry Turkish citizens to obtain a marriage licence in Turkey, an official at the Embassy of the Republic of Turkey in Ottawa stated that "foreigners who want to marry in Turkey must submit to marriage offices a document issued by the relevant embassy or consulate in Turkey, proving that they are single. Authorities in Turkey do not issue marriage licences for foreigners" (7 Apr. 2000).
In a 12 April 2000, telephone interview, an official at the Embassy of the Republic of Turkey stated that he is not aware of any requirement that foreigners wishing to marry Turkish citizens must renounce their right to apply for permanent residence in Turkey as a precondition for a marriage certificate, adding that a foreigner's status as a permanent resident in Turkey is a legal issue separate from marriage, and that marriage to a Turkish citizen is an advantage in applying for permanent resident status in Turkey, but not a guarantee.
