No information pertaining specifically to the transfer of the retirement fund of the Mendoza branch of the Health Care Workers' Association of Argentina (Asociación de Trabajadores de la Sanidad Argentina, ATSA) to a Pensions and Retirement Funds Administrator ( Administradora de Fondos de Jubilaciones y Pensiones, AFJP) could be found among the sources consulted by the Research Directorate.

However, a number of reports refer to the Federation of Health Care Workers' Associations of Argentina (Federación de Asociaciones de Trabajadores de la Sanidad Argentina, FATSA), with which the Mendoza ATSA is affiliated (FATSA n.d.); it was a shareholder in the private pension fund AFJP Claridad as recently as June 1998, with FATSA secretary general Carlos West Ocampo described as a member of the board of directors of this entity (Clarín 31 Jan. 1998; ibid. 14 June 1998; Partido de la Liberación 1998; ibid. n.d.). In June 1998, major AFJP Claridad shareholders, including the FATSA, agreed to sell their stake in the pension fund to Orígenes AFJP, whose majority shareholder was the Bank of the Province of Buenos Aires (Banco de la Provincia de Buenos Aires) (Clarín 14 June 1998; La Nación 22 June 1998).

According to a 1997 FATSA report, a "massive campaign" (campaña masiva) was conducted in 1996 to promote membership in the AFJP Claridad pension fund among Federation members. This campaign reportedly led to a significant increase in the number of fund subscribers, from 15,000 to 30,000 individuals by the month of December (ibid.). The report added that the success of this exercise was due to the "determined participation" (decidida participación) of all of the Federation's secretary generals (ibid.).

Numerous reports published between 3 January 2000 and 28 January 2001 describe Juan Carlos Navarro as secretary general of the ATSA in Mendoza (Diario Los Andes 3 Jan. 2000; ibid. 7 Jan. 2000; ibid. 14 Nov. 2000; ibid. 28 Jan. 2001; Canal 9 Televida 5 Jan. 2001).

In July 2000, Navarro participated in a meeting with the Mendoza director of hospitals, the president of the Medical Association (Círculo Médico) and the executive director of the Mendoza Central Hospital to discuss ways of improving the image of both the Hospital and the entire public health sector (CorreoNoticias 29 July 2000). Reports had earlier been published in a local newspaper alleging wrong-doing by hospital personnel, including improper business dealings with private health clinics and discrimination against patients (ibid.).

In January 2001, Navarro was reportedly a speaker at a demonstration by public sector employees in the City of Mendoza, who were protesting changes in seniority provisions within the civil service (Canal 9 Televida 5 Jan. 2001).

No information linking Navarro to changes in the status of the Mendoza ATSA pension fund could be found among the sources consulted by the Research Directorate.

No names of counsels to the Ministry of Health counsel could be found among the sources consulted by the Research Directorate.
