 According to a specialist of Ghana at Toronto University, contacted on 16 May 1991, this situation happens. The source also adds that it is not government policy to do that. It happens mainly in peripherial rural/remote areas where the local police and military personnel are very autonomous. This source reports that this situation can also happen in important towns if the case is judged important enough.
