According to the Consul of Panama in Washington, D.C., as stated by telephone to the IRBDC on 18 May 1990, under the Noriega regime many Panamanian passports and visas were sold illegally to Chinese citizens and might not be recognized by the current Panamanian authorities. However, many Chinese citizens did obtain visas legally, and these are fully valid. According to the source, the only way to determine the validity and authorities' recognition of a visa emitted under the Noriega regime would be to take the passport to the Consulate in Washington for examination (no Panamanian diplomatic representation in Canada) or address the problem to the General Directorate of Passports of the External Affairs Ministry of Panama.
