Various sources mention Francisco Buitron Huapaya (or Marcial Francisco Buitron Huapaya) as a former mayor of the Lima southern beach district (balneario) of Punta Negra (Caretas 9 Feb. 1995; EMILIMA n.d.; OAS n.d.).

The Foreign Trade Information System (SICE) of the Organization of American States (OAS), in a report on trade policies and law in Peru for the period 1993-1996, provides the following item:

Ruling No. 022-95-CLC
* Complaint brought by the company Distribuidora de Cerveza La Victoria S.A. against the Mayor of the District Council of Punta Negra, Mr. Francisco Buitrón Huapaya and the companies Embotelladora Lima S.A. and San Nicolás Distribuidores S.A. for restrictive trading practices, namely, the attaching of unlawful conditions to the sale of beer and soda on the beaches of Las Pocitas and Punta Rocas.
* The complaint was held to be admissible (OAS n.d.)

More recently, a Website for information on elections in Peru reports that in April 2000 the National Elections Jury (Jurado Nacional de Elecciones, JNE) proclaimed the vacancy of the position of mayor for the district of Punta Negra after an appeal (recurso de revisión) by the former mayor, Francisco Buitron Huapaya, was declared unfounded by the JNE (Peru.com 28 Apr. 2000).

More recent references to Francisco Buitron Huapaya could not be found among the sources consulted by the Research Directorate.
