According to a representative of the Embassy of the People's Republic of China in Ottawa, the Hong Kong authorities consider nationals of China who have obtained Certificates of Identity of Hong Kong to be naturalized nationals of Hong Kong (29 Oct. 1992). The representative holds that the government of China is "willing" to consider these individuals as nationals of China although they do not consider themselves to be nationals of China (Ibid.).

The source adds that Hong Kong is part of China which is currently "managed" by the government of the United Kingdom. Hence, the inhabitants of Hong Kong are not nationals of a foreign country but nationals of China who reside in Hong Kong (Ibid.).
