A 21 February 1999 letter sent to the Research Directorate by the second secretary of the Embassy of the Republic of Uzbekistan in Washington states:

Per your request, please review the following excerpt from the Criminal Code of the Republic of Uzbekistan.

Article 288. Desertion.

Desertion, i.e., self-willed leaving of the military unit or place of military service with the purpose of failure to perform obligatory military service as well as failure to appear on site of military service with the same  purpose - shall be penalized by imprisonment up to five years.

The same act committed by a person of the officer's staff, ensign, midshipman or military man who is in the military service on a contractual basis - shall be penalized by imprisonment from five to ten years.

Article 290. Failure to Perform Obligatory Military Service by Self-Mutilation or Other Means.

Self-mutilation, i.e. failure to perform military service by self-injuring, and/or by the simulation of disease, forgery of documents or by any other fraudulence as well as refusal to perform military service - shall be penalized by arrest for up to six month or transfer to a disciplinary unit for up to one year or by imprisonment for up to five years.

The same act committed in a battle situation shall be punished by imprisonment from 5 to 10 years.
