The following information was provided to the Research Directorate on 31 October 1997 by a Legal and Consular Affairs representative from the Embassy of Mexico in Ottawa.
According to the rules established by the Mexican Ministries of Foreign Affairs and the Interior, consular offices in all Central American countries are authorized to issue visitor's visas only to nationals and permanent residents of their respective "consular circumscription." The fact that a Central American has a valid American or Canadian visitor's visa is irrelevant as to whether he/she would be granted a Mexican visitor's visa at the Mexican Embassy in Guatemala.
Consequently, a Salvadoran citizen can only obtain a Mexican visitor's visa at the consular office in Guatemala if he/she is a permanent resident there. If the Salvadoran citizen is not a permanent resident in Guatemala, then he/she would have to apply for a Mexican visitor's visa at the Mexican Embassy in El Salvador.
