The following information was provided in a telephone interview on 12 April 1996 by an official at the Liberian embassy in Washington, DC.

The official stated that permanent resident status is not a formal classification in Liberia. However, a person who has a resident permit and renews it before it expires is considered a permanent resident of Liberia. This permit is officially called a Resident Permit and is usually issued for a three year period, although longer and shorter periods of validity are possible at the discretion of the Justice and Immigration Ministry, which issues the permit. The official explained that as long as the resident permit holder is not in breach of the law and the renewal fee is paid, he or she can remain a resident in Liberia. According to the official, the resident permit is a booklet, similar in size to the small American passport. Additional information on the permit could not be provided by the official.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
