According to a representative of the High Commission of India in Ottawa, there is "some requirement" for those Indian nationals who wish to work abroad (20 Feb. 1992). While being unable to specify the requirement, the representative states that ordinary workers do not need to receive special permission from the Ministry of Labour of India. However, the immediate relatives of civil servants residing abroad who wish to join them need to receive special permission. The representative did not specify which government department was in charge of the issuance of this permission.

 The same representative adds that the country of destination of immigrant workers does not determine whether they need special permission.
