Please find attached a transcript of the United Nations proposed program for land transfer, accepted by both the government of El Salvador and the Frente Farabundo Martí de Liberación Nacional (FMLN) (Central America Report 6 Nov. 1992). The program of land transfer to ex-combatants on both sides of the conflict includes "land holdings in what were the conflict zones as defined in the accords" (Ibid.). Further details on the program can be found in the attachment.

By mid-February 1993, in order to proceed with the land transfers, the government of El Salvador was reportedly seeking international financing for the purchase of land (Le Monde 16 Feb. 1993).

The attached articles provide information additional to that already available in the DIRB Indexed Media Review (IMR), which is available at your Regional Documentation Centre. Various 1992 articles included in the Indexed Media Review refer to accusations of land occupations which were allegedly supported by the FMLN after the cease-fire began. The articles attached to this response refer mostly to the resettlement and transfer of land to persons in conflict zones (Central America Report 13 Mar. 1992, p. 3), the agreement to avoid expulsion of persons currently holding land until a legal solution is achieved (AFP 29 Dec. 1992; Central America Report 15 Jan. 1993; Ibid. 4 Dec. 1992), and government purchase of large landholdings to be transferred to peasants, small farmers and others, as outlined in the New York peace agreement (Central America Report 25 Oct. 1991, p. 2).
