At the end of 2003, Estonia hosted no refugees or asylum seekers in need of protection.

During the year, 14 asylum seekers applied for asylum in Estonia, mainly from Russia (4), Georgia (4), and Azerbaijan (3). Bulgarian authorities decided the cases of 12 applicants and rejected them all. A further five cases were deemed inadmissible or withdrew their applications.
