According to the director of the Carrefour interculturel pour l'amitié Québec-République Dominicaine, a Montreal-based non-governmental organization, "there are no particular conditions or circumstances in which a Dominican person by birth or naturalization can be denied Dominican citizenship" (17 March 1995).

The director stated that as long as a Dominican person who has obtained another citizenship can show proof of Dominican citizenship by producing his/her passport and/or personal identification card (cedula de identidad personal), Dominican citizenship cannot be denied (ibid.).

"You can be denied a passport as a Dominican citizen if you have committed a crime under Dominican law. But the government cannot deny you your citizenship for that reason," stated the director (ibid.).
