Regarding the rights and obligations attached to permanent residence status and procedures for removing aliens from the Czech Republic, an official at the Consulate General of the Czech Republic in Montreal stated on 11 April 2000 that a new Act on Residence of Aliens in the Territory of the Czech Republic came into force on 1 January 2000, and is accessible in English on the Czech Interior Ministry's Internet Website at < http://www.mvcr.cz >. Please find attached selections from that Act which provide information on the permanent residence of aliens in the Czech Republic and procedures for removing aliens from the Czech Republic.
Regarding the acquisition of Czech citizenship, the Czech News Agency (CTK) reported on 16 November 1997 that the Czech law which required a clean criminal record for five years had been amended so that exceptions could be made. Regarding trafficking in residence permits by Vietnamese underground groups in the Czech Republic, it was reported on 3 November 1999 that seven Vietnamese nationals had been arrested in the Czech Republic on suspicion of having organized the illegal immigration into that country of hundreds of aliens (AFP, AP 3 Nov. 1999). The seven also allegedly sold false passports, entry visas and "false police certificates on permanent residence in the Czech Republic" (ibid.; AFP 3 Nov. 1999).
The Research Directorate has been unable to obtain a copy of the Czech permanent residence permit; however, please find attached below a copy of the "application form for permanent residence in the Czech Republic which is to be submitted at diplomatic missions/consular posts of the Czech Republic abroad and which is processed, along with the supporting documents, by the Czech Aliens Police" (Consulate General of the Czech Republic, 11 Apr. 2000). The application form was provided to the Research Directorate by the Czech consulate in Montreal.
