UNHCR Niger

The Governorate of the Diffa region in Niger on July 10, 2014 published an order on the coordination and management of the returnees and refugees in the Diffa Region. The first article of the order creates a Regional Coordination Committee for the management of the returnees and refugees (CRCGRR). The committee which is under the authority of the Governor comprises all the prefects of the divisions, key Regional Directors, the Permanent Secretary of the Regional Food Crisis unit, and Regional Coordinator the 3N initiative (Nigeriens Nourish Nigeriens). A representative of each humanitarian and development actor involved in Diffa will also be part of the committee In its quest for continuity and necessity of the two-pronged approach which consists of meeting up with both emergency and development needs at the same time, UNHCR Niger has always advocated for the lead role of the Diffa regional authorities in the coordination and management of the displacement crisis. UNHCR Niger is predisposed and pays attention to the relevant needs, including technical needs of the governorate in this particular task as it continues to work at the grassroots with local authorities and the host communities.

Le Gouvernorat de la région de Diffa a publié le 10 juillet 2014 un arrêté portant sur la coordination et la gestion des retournés et réfugiés dans la Région de Diffa. Le premier article de cet arrêté entérine la création d’un Comité Régional de Coordination et de Gestion des Retournés et Réfugiés (CRCGRR). Ledit comité, qui est sous l'autorité du Gouverneur, est notamment composé de l’ensemble des préfets de départements, des principaux Directeurs Régionaux, du Secrétaire Permanent Régional de la Cellule de Crise Alimentaire et du Coordonnateur Régional de l’initiative 3N (les Nigériens Nourrissent les Nigériens). Un représentant de chaque acteur humanitaire et de développement intervenant à Diffa fera aussi partie de ce comité L’UNHCR au Niger, dans une logique de pérennité et de nécessité d’adopter une approche à double vitesse Urgence - Développement, a toujours plaidé pour la prise en main par les autorités de la région de Diffa de la coordination dans la gestion de la crise des déplacés. L’UNHCR se montre disponible et attentif aux besoins, notamment techniques, du Gouvernorat dans cette tache tout comme il continue à travailler à la base avec les élus locaux et les communautés d’accueil.
