Philippines: Government to construct 4,000 shelters for IDPs in Mindanao by 2012

At the end of July, the government officially launched the PAMANA (Peaceful and Resilient Communities) programme in Mindanao. Already announced in late 2010, the PAMANA programme is a three-year peace-building, reconstruction and development initiative that covers all conflict-affected areas in Mindanao and incorporates assistance for IDPs. The programme will be coordinated by the Office of the Presidential Advisor on the Peace Process (OPAPP), which also has a broad mandate to oversee, coordinate and implement a comprehensive peace process with the Moro Islamic Liberation Front (MILF).
The government announced that under PAMANA's IDP Shelter Assistance Project, which has a budget of ?10.7 million ($250,000), a total of 4,000 shelters would be built for IDP families by 2012. According to the Presidential Adviser of the Peace Process, Ms. Quintos-Deles, despite significant progress in the situation of IDPs, "there is still a lot to be done to help those affected return to their normal lives".
In July 2011, exactly two years after the end of hostilities between the government and the MILF, OPAPP estimated that a total of 4,538 families remained displaced, the majority in Maguindanao.
