The government of the RM on its session held on 02.03.1999, has looked into the information for the acceptance on a temporary basis of citizens coming from FR Yugoslavia – from Kosovo and for regulation of their status in Republic of Macedonia. The information was prepared by the MOI, Ministry of Urbanism. MOL and MOFA and in accordance with the suggestions and opinions presented during the discussions on its session the government has concluded the following:

1. The persons coming from FRY whose life, security or freedom are in danger with the internal armed conflict, and which are directly coming from the territory of this state requesting protection in Republic of Macedonia, to be treated with the status of humanitarian assisted persons.

2. Having in mind the economical possibilities of RM, the reasons of national security and public peace and order, the right to temporary assistance to be provided to maximum 20 000 persons.

3. The right for temporary assistance is recognized until the reasons for requesting protection are finished but no longer than 3 months.

The government of RM will reconsider the need for prolonging of the temporary humanitarian protection after this period, depending of the situation in FRY, economical possibilities, the reasons for safety and public order and peace of the RM.

4. The MOI will accept the persons from the crossing border points and border areas, transport them to the accepting centers and secure, register and determine their status as humanitarian assisted persons. The Ministry for Traffic should be included in the organization of the transport of the humanitarian assisted persons.

Also the MOI should issue these persons a document for proof of their status in RM, which format will be previously determined by the Minister of Interior.

5. The humanitarian assisted persons to be provided with: accommodation in families or in centers for acceptance, assets for help and basic health protection. The assets for these purposes to be provided from the Budget of the Republic of Macedonia with the help of other states and international organizations.

6. The acceptance of the people who need humanitarian protection, their registration determination of the status and their accommodation and assistance to be done in the cooperation with the UNHCR.

7. The MOL is responsible for the accommodation and providing the assets of the persons under the temporary humanitarian protection.

8. The MOH in cooperation with the Red Cross of Macedonia and other humanitarian organizations to be responsible for providing with health protection of the temporary humanitarian assisted persons.

9. The locations and the buildings for temporary acceptance will be determined by the government of the Republic of Macedonia, on a suggestion from the Ministry of Urbanism with previous approval of the MOL, MOI and Ministry of Defense.

10. MOL in cooperation with the Red Cross of the Republic of Macedonia and other humanitarian organizations to make record of the families – persons, which can accommodate the persons with the status of temporary humanitarian protection.

11. MOI at appropriate way (through the mass media) to inform the persons which entered in our country because of the security situation in Kosovo-FRY, and which have not registered themselves to do that in 15 days, for determination of their status of temporary humanitarian protection, while the persons which are staying without this status and against the law for movement and stay of foreigners will be treated according the law.

12. MOI together with Ministry of Defense and the army of the RM to undertake reinforced measures at the border and at the border area in order to prevent the illegal crossing of the border, transport of weapon armed groups and similar.

13. For implementing of these conclusions, to form a coordination body in which representatives from: the MOI, Ministry of Defense, Ministry of Urbanism, Ministry of Health, Ministry for Traffic, MOFA, and the Red Cross of Macedonia will be included.

With this coordination body will be run by the employee determined from the MOL.

14. The MOFA will coordinate the activities in connection with the providing of cooperation and foreign assistance necessary for the acceptance, accommodation and help necessary for temporary humanitarian assisted persons.

15. The Ministry of Finance to provide financial assets for covering the costs which will appear from the activities for implementing of the conclusions.
