Taking into account complicated character of the current criminal situation, additional measures to secure public order in the Moscow region need to be undertaken, including the following:

1. The Chief Directorate of Internal Affairs of the Moscow Region (V. V. Ogorodnikov) jointly with the administrations of towns and settlements in the Moscow region shall have the authority:

1. 1. To enhance control over observation of the special regime of staying in the Moscow region of citizens whose permanent place of residence is outside Russia.

To ensure the procedure of bringing to account persistent offenders of the rules of registration in accordance with Ruling of the Head of the Moscow region Administration No 99 of 11 June 1993 "On the procedure for registration of persons staying temporarily in the Moscow region, as well as Resolution of the Head of the Moscow region Administration No 156 of 6 October 1993 "On additional measures to promote law enforcement in the region" and take all possible measures in keeping with the established procedure aimed at the expulsion from the region of the above-mentioned persons at the expense of those legal entities and individuals who have permitted their illegal stay in the region.

Heads of territorial departments of internal affairs shall personally consider all issues with regard to the registration of persons arriving from the Caucasus.

1. 2. A migrant shall be granted the refugee status (or forced migrant status) after he is issued a residence permit (registration) in keeping with "The unified procedure for issuing residence permits (propiska) and change-of-residence permits in Moscow and Moscow region"

1. 3. Check-ups shall be carried out in hostels, hotels, rest homes, residential areas and other places with the view to ensure the observation of rules of registration with the officials guilty of the above-mentioned violations being brought to account.

2. Heads of departments for internal affairs of railway, air and marine transport (A. V. Leonov, Y. K. Vlasov) in cooperation with pertinent territorial divisions shall take appropriate measures to remove unregistered foreign citizens from airports and railway stations in the region.

3. N. A. Savenkov, Deputy head of the Moscow region Administration, shall be delegated the authority to monitor the implementation of the present ruling.
