The information in the following paragraph was gathered during a telephone interview with a representative of the UNHCR in Ottawa on 8 March 1991.

 Referring specifically to Vietnamese refugees in Hong Kong, the representative states that the above-mentioned agreement is still in effect. The agreement "should" also be applicable to Vietnamese refugees in other countries. According to the source, the UNHCR has information on an unspecified number of Vietnamese refugees who have been returned or have returned voluntarily after their refugees status applications were rejected. These refugees have been in touch with the UNHCR office in Vietnam and the UNHCR has been able to make contact with them without difficulty. The UNHCR has not received any official report on ill-treatment of the returnees by the Vietnamese government. However, those refugees who have been suspected for their alleged involvement in human smuggling rings may face mistreatment upon return to Vietnam.

 A representative of the Centre for Refugee Studies at York University (CRS) states that the information available to the CRS suggests that the above-mentioned agreement is still in effect (telephone interview, 11 March 1991). The representative adds that the CRS has not received any report regarding ill-treatment of the repatriated refugees by the Vietnamese government.
