Jordan: Disengagement Regulations for the Year 1988

Article (1):
In accordance to the Jordanian government resolution to disengage the legal and administrative relation with the Occupied West Bank, the Prime Minister had issued the following regulations and shall come in force as of this date:

To preserve the interests of Palestinian brothers in the Occupied West Bank, it has been decided to grant Jordanian Passports valid for two years for those who wish to obtain one

Article (2):
Every person residing in the West Bank before the date of 31/7/1988 will be considered as Palestinian citizen and not as Jordanian.

Article (3):
The people of the Occupied West Bank shall be granted temporary Passports valid for two years, these passports will be issued in correspondence to the documents officially accepted/accredited by the General Department of Civil Status and Passports prior to the resolution of legal and administrative disengagement with the West Bank.

Article (4):
Every person wishes to acquire Jordanian temporary passport shall avail himself/herself in person to the General Department of Passports and should presents the application and the accepted/accredited documents, no applications shall be accepted by persons other than the person of concern himself/herself.

Article (5):
Only documents that have been authenticated by the Awqaf Department in the Occupied West Bank are accepted/accredited for acquiring the temporary passports.

Article (6):
Passports were issued before 31/7/1988 will remain valid until the expiry date. The validity period will be amended to be two years when holder of a passport approaches the General Department of Passports for any procedures in relation to his/her passport, in this case the temporary passport should be issued for free (without paying legal fees)

Article (7):
These regulations will not be valid for citizens who acquired family reunification status

Article (8):
The renewal of the Temporary Passports continues for their holders from the people of Gaza Strip and the passports will be valid for two years only.

Article (9):
The issuance of new Temporary Passports ceases for people of Gaza Strip whom their passports have been expired for one year or more

Article (10):
The issuance of Temporary Passports of two years continues for persons who are included in the passports which were granted to the people of Gaza Strip.

Article (11):
The General Department of Civil Status and Passports will cease the issuance of Family Book for the Citizens of the Occupied West Bank.

Article (12):
All Family Books that were issued by the Department of Civil Status for inhabitants of the Occupied West Bank are considered to be cancelled, and once inhabitants approach the Department for any procedures their family book will be stamped with cancellation stamp and the Department will abstain from processing any addition or endorsement on it as of the cancellation date

Article (13):
The Family Books and Identification Cards should remain with the holders after the cancellation and they will be recognized as personal identity cards.

Article (14):
The Certificate of Birth, Death, Marriage, Divorce, or Inheritance would be recognized if it is authenticated by the Islamic Supreme Judge Department in West Bank and the Department of Palestinian Affairs in the Foreign Ministry.

Article (15):
The use of the Bridges' Cards i.e. The Green and Yellow remain valid as long as the visit of the holder of the green card does not exceed one month except for students, persons who work abroad, and for those who come for treatment in the Kingdom's hospitals.

Article (16):
Importing of agricultural products from the West Bank and Gaza Strip will continue to be allowed according to the need. The Cooperative Organization will be the official body for issuing Certificates of Origin for agriculture products that are allowed to come into the Kingdom from West Bank. The Charity organization (Al Hai'ah AL Khairiah) in Gaza Strip will be the official body for issuing Certificates of Origin for agriculture products that are allowed to come into the kingdom from Gaza Strip.

Article (17):
The Ministry of Agriculture in Amman will issue permissions that are necessary for bringing in agricultural products in liaison with the Department of Palestinian Affairs in the Foreign Ministry.

Article (18):
The import of agricultural products will be based on the need and in accordance with the standards that were previously applied

Article (19):
Entities in the Occupied West Bank such as municipalities, professional associations, societies, youth centers and clubs are permitted to withdraw from or close their accounts in the Jordanian banks through checks authenticated by the Department of Palestinian Affairs.

Article (20):
Land deeds will continue to be recognized as before, recommendations which are issued by Al Awqaf Department for the acquiring of land deeds for the citizens of the Occupied West Bank will also be officially recognized. The authentication of Al Awqaf Department is also recognized for applications submitted in West Bank

Article (21):
If the Occupied West Bank's schools choose to continue teaching the Jordanian Curriculum, the Ministry of Education will make the necessary arrangements for conducting the general secondary exams (Tawjihi) for the Occupied West Bank, and marking and scrutinizing of the exams' papers and the issuance of certificates at the Ministry of Education in Amman.

Article (22):
Trucks will continue to cross the two bridges to the Kingdom provided that the provisions of temporary admission for trucks are applied.
